Joe Carter Chattanooga Accident: 61 Years Old Joe Carter Passes Away In Hit-And-Run Accident on Rossville Boulevard

On the evening of Saturday, December 13, 2025, Chattanooga Police responded to a tragic fatal hit‑and‑run incidenton Rossville Boulevard that claimed the life of 61‑year‑old Joe Carter

According to official reports, officers were dispatched at approximately 6:30 p.m. to the area near 3710 Rossville Blvd. after receiving a call of a pedestrian struck in the roadway. 

Authorities later identified the victim as Joe Carter, a 61‑year‑old Chattanooga resident. Carter was reportedly traveling in a motorized wheelchair at the time he was struck by a green Chevy Suburban

Shortly after that initial collision, a second vehicle   described as a silver SUV also struck him. Both vehicles then fled the scene without stopping to render aid or assist law enforcement in the immediate aftermath. 

Emergency responders transported Carter to a local hospital, but despite medical efforts, he succumbed to his injuries. This tragic outcome underscores the severity of the impact and the vulnerability of pedestrians  especially those with mobility devices  when involved in collisions with motor vehicles. 

Early witness accounts shared with News 12 described hearing an initial impact as Carter was leaving a nearby bar. One bystander noted they attempted to signal and stop traffic after the first collision, hoping to prevent further harm.

However, the second vehicle reportedly swerved around the crowd and struck Carter again, leaving witnesses horrified. There were no indications from bystanders that either driver attempted to slow down or take evasive action prior to the second impact. 

The Chattanooga Police Department’s Traffic and DUI Unit is currently leading the investigation. At this stage, they have classified the case as a hit‑and‑run fatality, and detectives are actively trying to locate the vehicles involved and identify their operators. 

Police have asked members of the public who may have witnessed the incident or who have video footage such as from dashcams or nearby security cameras to contact them at 423‑698‑2525
